When it was reported that Washington was considering further tightening the export control of artificial intelligence (AI) chips in mainland China, at the Semicon China exhibition in mainland China held in Shanghai, on June 29, people in the local semiconductor industry in China expressed their concern about the interruption of the semiconductor supply chain. Some experts declared at the meeting that "globalization is dead".
According to the South China Morning Post, at the meeting, Wei Shaojun, a professor at Tsinghua University who is also the vice chairman of the China Semiconductor Industry Association, said that China is the biggest victim of the deglobalization of the semiconductor industry because China hopes to use global resources. When globalization is destroyed, the industrial model has great flaws, because China cannot realize the global allocation of resources.
In response to the Wall Street Journal (WSJ) report that Washington is considering imposing controls on the export of AI chips including NVIDIA A800 to China, Wei Shaojun said that this will bring new challenges and opportunities to China. If the US bans the sale of A800 chips, the US is blocking its own way. The new ban could be an opportunity for China to speed up the procurement and development of alternatives.
Wei Shaojun pointed out that China lags behind the United States in advanced chip technology and production capacity. Although China is willing to invest a lot of money, this problem cannot be solved in the short term. China must aim to mass produce much-needed high-end chips whose export to China has been banned or restricted by the West.
Han Di, senior vice president of SMIC, said China must find new ways to integrate into cross-border supply chains. The traditional industrial cooperation model is facing new challenges and opportunities. Handy suggested that China focus on the development of chip materials and components, and develop advanced chip manufacturing capabilities.
Ju Long, president of SEMI China, pointed out that under the background of geopolitical tension and industrial downturn, the downturn in the chip industry has spread to the entire supply chain.
Zhang Li, executive vice chairman and secretary-general of the China Semiconductor Industry Association, said that China's chip industry continues to be affected by the downturn and unstable trade environment.
Wang Ning, president of the China Electronics Chamber of Commerce, said that there is still a large gap in the technological level of China's local semiconductor manufacturing industry compared with overseas countries. As 5G technology and generative artificial intelligence (AI) services such as ChatGPT increase the demand for advanced chips, this is a big problem.
